The purpose of the publish gate is to block weak or incomplete signals, lower conviction in low-certainty cases, and keep the public publish path controlled.

Why this is needed

If AI published everything automatically without a gate:

• weak signals would escape more easily
• the audit path would become weaker
• editorial control would become weaker
